ARRA Buy American Provision 1605 requires that infrastructure projects that involve the construction, alteration, maintenance or repair of public buildings or public works must be accomplished using manufactured goods produced in the United States in compliance with the guidelines of the Buy American Provision.
The federal stimulative program to purchase domestic made goods is not totally new. During the Great Depression, the U.S. government did something very similar. In 1933, when opportunities for economic growth were bleak, the U.S. Congress enacted the Buy America Act (BAA) applying mostly to government funded transit and highway related purchasing. The original Buy America Act is still in force. The newly enacted 2009 Buy American Provision 1605 establishes the additional requirement that all federal projects funded with stimulus monies use domestic made goods.
